Steppingstones Birth to Three Program
Strengthening Families
During the first three years of life the most critical of brain development occurs. Children learn and develop faster during the first three years of life than any other time! Early Intervention is key when concerns arise.
As one of Connecticut’s larger Birth to Three providers, Harc serves families across the Greater Hartford region, offering specialized family-centered services and supports in natural environments including homes, childcare settings, and community locations.
Our dedicated team of therapists and special educators work closely with families in daily routines and activities to address prioritized developmental goals. Each family has a primary service provider who also provides service coordination, ensures family rights are upheld, and helps with finding community connections and resources. Our knowledgeable team is committed to supporting children in advancing their motor, communication, social-emotional, and cognitive skills.
The Connecticut Office of Early Childhood contracts Harc’s Steppingstones Program to provide Birth to Three early intervention services. The Birth to Three System was created under Part C of the federal law, the Individuals with Disabilities Education Act (IDEA), and by state law 17a-248.
Early Intervention Supports
Our dedicated team of clinicians strategize alongside family and caregivers to support the needs of children with significant developmental delays and/or disabilities. Services occur in natural environments including family homes, childcares, and the community; locations where children learn best and are most comfortable.
Intake and Evaluation
Following a referral, families receive a phone call to schedule an initial evaluation to determine eligibility. A multidisciplinary team, which always includes a parent as a member, evaluate all areas of development.
Service Coordination
Founded in relationships of mutual respect and caring, our service coordinators listen to families' concerns, priorities, and resources to help them make informed decisions about available services.
