Made up of board members and community leaders, our committees are advocates for our mission of supporting individuals with intellectual disabilities and their families for a lifetime so they may enjoy lives of quality, inclusion, and dignity.
Finance and Administrative Services Committee
The Finance and Administrative Services Committee at Harc ensures the organization's financial health and operational efficiency by overseeing the annual audit, budget, and unbudgeted capital expenditures over $100,000. They work with the Executive team to review and approve the budget, ensure salary ranges are evaluated, and recommend policy changes on fringe benefits, insurance, and personnel as needed. The committee also addresses human resource matters, reviews issues from the President/CEO, and annually assesses the by-laws, recommending updates to the Board when necessary.

Public Policy and Advocacy Committee
The Public Policy and Advocacy Committee at Harc develops an annual advocacy agenda, approved by the Board, to advance efforts for individuals with intellectual and developmental disabilities. They maintain relationships with public and private agencies, oversee Harc's Government Affairs and Public Policy agenda, and advocate for supportive legislative initiatives. The committee also recommends government actions, responds to local, state, and national concerns, and engages in thought leadership by writing white papers and sponsoring legislation. They cultivate relationships with families and the community through events and meetings with legislators, fostering connections between family advocacy and self-advocacy efforts.

Programs and Services Committee
The Program and Services Committee at Harc ensures the quality and effectiveness of the organization’s services by visiting each program every three years to assess and report on their findings. They prepare quality assurance reports, monitor recommendations from licensing and accreditation bodies, and collaborate with administration to develop action plans. The committee also promotes Harc’s programs, participates in family and guardian orientations, and recommends changes based on government rules and trends in intellectual disabilities. Additionally, they provide assistance with unresolved participant grievances and work to ensure Harc’s services include strong family support systems.

Governance Committee
The Governance Committee at Harc ensures strong organizational leadership by developing recruitment strategies for board and committee members, focusing on desired skills and diverse perspectives. They recruit candidates, nominate officers, and implement onboarding and education strategies to foster collaboration and independent thought. The committee reviews Harc’s mission, vision, and governing documents, recommending amendments as needed, and evaluates the performance of the board, committees, and members. Additionally, they ensure timely elections, address conflicts, and engage the board in strategic discussions on philanthropy and fund development to support the organization’s mission.

Philanthropy Committee
The Philanthropy Committee at Harc focuses on raising funds and enhancing community engagement to support the organization's mission. They lead fundraising efforts, recruit volunteers, and increase event participation, while promoting stewardship and recommending philanthropy policies to the Board. The committee fosters a culture of philanthropy, ensuring all donors are respected, and educates the Board on fund development best practices. They set charitable contribution goals, devise the annual fundraising plan, and monitor fundraising performance. Additionally, the committee cultivates relationships with major donors and sponsors, working to increase donor revenue through public relations and marketing initiatives.
