Kenneth Cabral
President and CEO of Harc
Ken Cabral joined Harc in November 2020 as the President and CEO after a 25-year career in state government in Connecticut and Washington, DC. His expertise is creating person and family-centered services in the fields of intellectual and developmental disabilities (I/DD) and child welfare. He has a passion for and commitment to supporting people with I/DD and their families.
While working in Washington, DC, Ken served as the Director of Operations at the Developmental Disability Administration (DDA). He provided oversight and leadership to the provider community in DC, the Home Community Based Waivers, Intake, and the DDA budget.
Ken has decades of experience working for the State of Connecticut’s Department of Developmental Services and Department of Children and Families, providing innovative and creative solution-oriented human services. His focus and priorities remain with person and family-centered services and ensuring lives of quality, inclusion, and dignity for the people Harc supports.
Ken holds a Bachelor of Arts degree in Social and Rehabilitative Services from Assumption College, and a Master of Education from Antioch New England Graduate School.
